Mr. McGugan was born Sept. 7, 1938, in New Milford, son of the late Alexander and Sarah (McComaghie) McGugan. A 1957 graduate of the former Washington High School, he was a caretaker for various estates in the area, and was a member of First Congregational Church in Washington.
